Chancellor's Cabinet Meeting
District Office April 15, 2008
Present: Chancellor Roy Flores; Provost and Executive Vice Chancellor Suzanne Miles; Executive Vice Chancellor David Bea; Vice Chancellor Raul Ramirez; Presidents Christal Albrecht, Lou Albert, Johnson Bia, Charlotte Fugett, Jana Kooi, and Sylvia Lee; Assistant Vice Chancellor and Vice Provost Brigid Murphy; Assistant Vice Chancellors Donna Gifford and Diane Groover 1. Presentations 1a. Graduate Exit Survey – Heather Tilson (R. Flores) Executive Director Tilson distributed copies of the 2006/2007 Graduate Exit Survey. She noted that in May 2007, the Graduate Exit Survey was mailed to 3,236 and emailed to 3,499 potential graduates. Of that number, 493 surveys were received. The survey was divided into Program Area and Program Objectives, College-Level Learning Outcomes, Pima Experience and Employment and Overall Educational Experience. Follow-up: Dr. Tilson was asked to: look at the campuses individually, look at those who do not apply for graduation, and provide a summary of all surveys. 1b. Program Services Office (Program Review, Tech Prep, Carl Perkins, Internships) – Carol Hutchinson (S. Miles/B. Murphy) Ms. Carol Hutchinson, Advanced Program Manager in the Program Services Office, provided background information on the functions of the Program Services Office, which includes Program Review, Tech Prep, Carl Perkins and Internships. 2. Policies and Procedures (D. Gifford) 2a. SPG-4201/CA: Disclosure of Conflict of Interest – Pecuniary or Proprietary Interest AVC Gifford noted that no suggested changes have been received to date. After review, it was suggested that a specific dollar amount should be included in the document and modifications were suggested for one section. Action: AVC Gifford will follow-up with Legal to see if there is a specific dollar amount per the Arizona Conflict Law, if the changes are appropriate and bring back for approval. 3. Follow-up 3a. Hybrid Course Update (S. Miles) Dr. Miles noted that there is an inconsistent pattern of payment from campus to campus with regards to hybrid course development. Chancellor Flores would like for cabinet to put together a plan on the best way to approach this issue in the future. Action: Campuses should follow current FPPS language. Follow-up: This item will come back to cabinet in one month. 3b. Adjunct Class Limit (5.1 load) for Full-time Staff (R. Flores) Presidents Lee and Fugett and Vice Chancellor Ramirez presented their recommendations for staff and administrators teaching as adjunct faculty. Action: Effective immediately staff and administrative employees must meet all faculty requirements as stated in the Higher Learning Commission of the North Central Association of Colleges and Schools. Division Deans can teach one class in addition to their required contractual obligation with the approval of the Campus President. If taught, this class must be in the semester other than when teaching the required class and must be in the fall or spring semester and after hours. Deans of Instruction: can teach one class in either the fall or spring semester after hours with the approval of the Campus President. Deans of Student Development: can teach one class in either the fall or spring semester after hours with the approval of the Provost. Assistant Vice Chancellor’s: can teach one class in either the fall or spring semester after hours with the approval of the executive supervisor. Executive Directors: can teach one class in either the fall or spring semester after hours with the approval of the Executive Vice Chancellor or Vice Chancellor. Presidents, Executive Vice Chancellor and Vice Chancellor’s: can teach with approval from the Chancellor on a case by case basis. Exempt and Non-Exempt Staff: decisions will be made at the next Cabinet meeting. 4. Action Items 4a. Adjunct Recruiting (R. Ramirez) Vice Chancellor Ramirez demonstrated the adjunct database. Cabinet had a discussion about completeness, accuracy and the need to fill hard to find positions. 4b. Media Questions (R. Flores) Cabinet was reminded that there is a process in place for administrators when dealing with the media. When contacted directly by anyone identifying himself or herself as a reporter or a member of the news media, refer the caller to Dave Irwin, Executive Director of Public Information, at 206-4720 or get the number and have Mr. Irwin return the call. All contacts with the media should be processed through the Public Information Office. Training will be provided for dealing with media questions. Suggested training: practice answers, role play and language. 4c. Work at Home and Telecommuting (R. Flores) Chancellor Flores noted that under no circumstances will there be telecommuting. The workplace is not the home. 4d. Department Chair Task Force (S. Miles/J. Kooi) Cabinet was asked to review the materials and a formal presentation will be made at the May 6 meeting. 4e. Outstanding Employee Awards (R. Ramirez) Vice Chancellor Ramirez requested three volunteers to serve on the selection committee for the outstanding employee awards. Presidents Lee, Fugett and Albrecht volunteered to serve. 5. Information Items 5a. Metro Networks (PCC radio spots) (S. Miles) Assistant Vice Chancellor Wakefield noted that Metro Networks currently provides sponsored traffic reports on 20 area radio stations, which means that each traffic report carries a short spoken advertisement (40 words) for the sponsoring organization.
