Chancellor's Cabinet Meeting

Present: Chancellor Roy Flores; Provost and Executive Vice Chancellor Suzanne Miles; Executive Vice Chancellor David Bea; Vice Chancellors Kirk Kelly and Raul Ramirez; Presidents Christal Albrecht, Lou Albert, Johnson Bia, Charlotte Fugett, and Sylvia Lee; Assistant Vice Chancellor and Vice Provost Brigid Murphy; Assistant Vice Chancellors Donna Gifford and Diane Groover

1.       Presentations

1a.    Accreditation, Self-Study and Student Learning Outcomes – Bill Scurrah (S. Miles / B. Murphy)
Dr. Miles introduced Mr. William Scurrah, Self-Study Faculty Coordinator.  Mr. Scurrah provided the timeline for preparing for the upcoming Self-Study.  Mr. Scurrah hopes to have the first draft of the Self Study Report ready in FY 2008-2009, with the final draft in FY 2009-2010 and the visit by the Higher Learning Commission in Fall 2010.

AVC and Vice Provost Murphy gave a brief overview of Student Learning Outcomes.

2.       Follow-up

2a.    Purpose of Internal Publications – Lynne Wakefield (R. Flores)
AVC Wakefield noted that the @PimaNews publication should include (but not limited to) the following:

  1. College Updates (Board of Governors meetings, computer outages, etc.)

    1. College Plan – progress, achievements, how the Plan has changed the College, what the new Plan includes, other news
    2. Best Practices – highlight processes that work well
    3. The Inside Story – highlight an area, partnership, etc., so that non-academic areas are aware of academic efforts and vice versa. (e.g., what does Admissions do, how is the budget built, why do we have university partnerships, etc.)
    4. Accreditation – Did you know? (Facts about accreditation, process, etc.)
    5. Benefits (what is a tax sheltered annuity, FMLA, etc.)
    6. Announcements and Events
    7. Factoids

And Career Focus would include:

  1. Student highlight

    1. Program or career highlight
    2. Employer highlight
    3. Financial Aid
    4. Quiz
    5. List of programs, possible careers, possible salaries
    6. Statement about benefits of community colleges

2b.    Adjunct Class Limit (5.1 load) for Full-time Staff (R. Flores)
Dr. Flores noted that this is a follow-up to Cabinets previous conversation regarding class limit. 
Follow-up:  Presidents Lee and Fugett and VC Ramirez will work together and bring back a recommendation in one month on full-time staff teaching.

2c.    Draft Disaster Preparedness Plan Update (D. Bea)
EVC Bea stated that his team is compiling the suggestions received from the Presidents as well as clarifying the language on CAT teams.  There is a template being developed to ensure buildings and times are covered in an emergency.
Follow-up:  To come back to next Cabinet with an updated draft plan.

2d.    Legal Program Restrictions (R. Flores)
Dr. Flores explained that due to a presentation made at a Board meeting, the issue of informing students of the need for background checks in certain programs is being presented to Cabinet for approval.  Legal representation stated that a general statement could be included in the catalog.
Action:  Approved to place a general statement in the catalog.

3.       Action Items

3a     Discussion of Saturday Staffing Implications (R. Flores)
Provost Miles stated that Staff Council heard there is a safety issue with staff working on Saturdays. Also, since they are working on Saturdays, it creates a shortage of staff on Mondays (non-exempt staff is entitled to 2 consecutive days off – per Policy).
Action:  As this appears to be a campus-specific issue, Drs. Miles and Bia will work together to come up with a solution.

3b.    Proposed Course Fees Approval (D. Bea)
After a brief overview, it was noted that each fee would have to be identified and broken out with detail as is done with consumable supplies.
Action:  Dr. Bea will provide additional information.

4.       Information Items

4a.    Forms Processing (D. Bea)
EVC Bea stated that his team has received 1200 documents with 200 unique purposes.  The goal is to have singular forms with “lock down” so that the forms cannot be changed.  All forms will be approved by Chancellor’s Cabinet.  Transactions have to be on the official forms or they will not be processed.  The approval process will have to be reviewed to include minimum signatures. Priority for reviewing forms is those with the greatest financial liability risk and those related to safety issues.

4b.    Current Modified Hiring Freeze (R. Flores)
The hiring freeze is in effect to save the College money.  The College’s top priority is instruction and those key positions that help support instruction. Cabinet members can email requests for exceptions and these will be reviewed with all Cabinet members.
