Chancellor's Cabinet Meeting

Present: Chancellor Roy Flores; Provost and Executive Vice Chancellor Suzanne Miles; Executive Vice Chancellor David Bea; Vice Chancellors Kirk Kelly and Raul Ramirez; Presidents Christal Albrecht, Charlotte Fugett, Jana Kooi, and Sylvia Lee; Assistant Vice Chancellor and Vice Provost Brigid Murphy; Assistant Vice Chancellor Donna Gifford Introductions: Dr. Christal Albrecht, President Desert Vista Campus; Brigid Murphy, Assistant Vice Chancellor for Academic Services and Provost. Assistant Vice Chancellors Murphy and Diane Groover have been asked to attend Cabinet on a regular basis. 1. Policies and Procedures 1a. SPG-1302/AA: Signature Authority for Grants and Contracts AVC Gifford noted that the only change was the addition of the word “Executive”. 1b. SPG-1302/AB: Contracts AVC Gifford reviewed the changes discussed at the last meeting. This item will come back to a following Cabinet meeting. 2. Follow-up 2a. Recruitment Status Update (R. Ramirez) Vice Chancellor Ramirez provided a brief status update on the recruitment efforts. 3. Action Items 3a. Program Approval (B. Murphy) • CAD – Integrated Circuit Layout Design • AUT – Collision Repair This item was postponed. 3b. E-Verify Requirements and Student Workers (R. Ramirez) Vice Chancellor Ramirez informed Cabinet that the College must comply with the new state requirements to have all new employees verified for employment eligibility. Effective immediately, all student, staff, adjunct faculty and non-credit instructors hired as new temporary employees, a copy of the employee’s I-9 form and supporting documents must be immediately forwarded to District Human Resources, the College has three days in which to process the I-9 form through E-Verify. 3c. Student Hiring Process (R. Ramirez) Vice Chancellor Ramirez noted that in order to ensure that all college employees, including students, are covered by the verification and qualification processes, all student employee applicants must complete the regular staff Application for Employment form and provide a copy of their I-9 form and supporting documents immediately to District Human Resources. 3d. Cell Phone Discussion (D. Bea) Executive Vice Chancellor Bea stated that IRS has been investigating institutions cell phone plans; they believe that some of such use is personal and is therefore taxable. EVC Bea and Vice Chancellor Kelly will be working together to convert the current plan to a taxable benefit – switching college-owned phones to a personal plan. A stipend will be given to those affected to cover cost of phone and taxes. Cabinet was asked to forward their preferences to Dr. Bea by January 22. 3e. Password Changing Process for Campus Support Staff (K. Kelly) Vice Chancellor Kelly noted that the current process for changing passwords allows support staff to change employee and faculty passwords. The new process will only allow support staff to change student passwords. As part of the new process, IT will receive an email if a staff member changes a faculty or employee password and the Chancellor and Campus President will be notified. 4. Information Items 4a. Contact for Legal (R. Flores) Chancellor Flores informed Cabinet that the contact for legal matters is Terry Flores, Assistant to the Chancellor for Legal Resources. The Executive Vice Chancellors can contact attorneys but must inform the Chancellor. 4b. Board Packet Distribution (R. Flores) Effective with the February Board Packet, packets will only be mailed to the following individuals: Board of Governors, Cabinet members, libraries, attorney, Faculty, Staff and Student representatives to the Board, ACES President; AFSCME Chair; AFSCME Council 97; Staff Council Chairperson; Faculty Senate President; PCCEA Co-Chairs; Arizona Daily Star; Tucson Citizen; Aztec Press. Board packets are available for review/printing on our website the day after the Board meeting. 4c. SPG-1501/AD: ADA & Equal Opportunity, Reasonable Accommodation Guideline for Students (D. Gifford) 4d. SPG-1501/AG: Disabled Students’ Complaint Procedure (D. Gifford) Assistant Vice Chancellor Gifford noted that these SPGs were prepared as part of a settlement agreement with the Attorney General of the State of Arizona in connection with litigation, which restricts changes that can be made to these SPGs.
