Chancellor's Cabinet Meeting

Present:  Chancellor Roy Flores; Provost and Executive Vice Chancellor Suzanne Miles; Executive Vice Chancellor David Bea; Vice Chancellors Kirk Kelly and Raul Ramirez; Presidents Lou Albert, Charlotte Fugett, Jana Kooi, Sylvia Lee; Senior Assistant to the Chancellor Donna Gifford; Assistant Vice Chancellors Imelda Cuyugan and Lynne Wakefield

1.       ASSIST Presentation (H. Tilson & E. McGregor)

Dr.’s Tilson and McGregor and Mr. Dawley presented information on ASSIST (Arizona State System for Information on Student Transfer) which is a data warehouse of student records, housed at ASU.  This data warehouse contains data from the Arizona Community Colleges and Public Universities.  The data includes demographic information, enrollment data, course data and graduation data.

2.       Exemplary Programs (S. Lee)

2a.    Northwest Campus
President Lee’s presentation was on “Capturing Student Intent”.  Student intent became a reality on March 1.  Students will be required to fill out the survey the first time they register each semester.  By filling out the survey, students will assist Pima in delivering services customized to their educational goal/major.

3.       Policies and Procedures

3a.    Online Education Board Policy, BP-3118-A
This policy will be shared with Faculty Senate in August and will be submitted to the Board of Governors for the first reading at the September 12 Board meeting.

3b.    Drug and Alcohol Testing, Reporting and Education SPG
Following discussion, Cabinet was asked to take a closer look at this SPG and send comments by August 24 to Ms. Doreen Armstrong and copy Dr. Ramirez and Ms. Gifford.

3c.    Development of SPG for Program Accreditation
Chancellor Flores reminded Cabinet that any program to be nationally accredited comes to Cabinet first.  President Bia will chair a committee consisting of Nancy Russell, Ted Roush, John Gillis and Jennie Scott to draft language for an SPG on Program Accreditation.

4.       Follow-up

4a.    Exempt and Non-Exempt Performance Evaluation Forms (R. Ramirez)
Vice Chancellor Ramirez distributed copies of the newly revised Performance Evaluation forms.  Human Resources will provide training for supervisors and employees.  This training will be mandatory – it is important for staff to know how they are being evaluated.
Follow-up:  Campuses are to provide possible training dates to Dr. Ramirez by August 15.

5.       Action Items

5a.    Employee Time Sheet and Office Hour (R. Flores)
Chancellor Flores informed Cabinet that Legislators took a hard look at municipals and other entities with regard to attendance.  Cabinet was put on notice that if time is not accounted for accurately, they will be held accountable.

5b.    Employee Absences and Coverage (R. Flores)
Chancellor Flores noted that offices should provide backup for absences.  He also noted that he will use an outside agency to test the system.

5c.    Lease Space:  Length of Contract (D. Bea)
Chancellor Flores stated that every contract from here on out should have an “out” clause and should be litigated in Pima County.  Also, leases are to be no longer than 3 years.

5d.    Facilities Issues (D. Bea / K. Kelly)
Executive Vice Chancellor Bea gave a brief overview of the recent facilities incidents throughout the district. 
Follow-up:  This item will be brought back to the next cabinet meeting to discuss an emergency response plan regarding flooding — what’s required of Presidents and campuses.

5e.    Campus Activity 2007-08 (S. Miles)
Provost Miles noted that the Campus Activity list distributed last week will be funded for 2007-08, however, some of the requests included staffing and the committee did not feel comfortable using student fees for staffing.
Follow-up:  Suggested guidelines for Campus Activity Funds should be sent to Provost Miles by the close of business on August 24th.  Provost Miles will explore the use of these funds for hospitality.

7.       Information Items

7a.    Comment Cards (D. Gifford)
Senior Assistant to the Chancellor Donna Gifford presented the annual report on the comment card program.  A total of 552 cards were returned to the district office.  Comments tended to be negative and specific to particular concerns which were handled promptly at the campuses.  Of the 552 cards processed, 131 were positive.
