A Regular Meeting of the Pima County Community College District Board of Governors was held on Wednesday, November 21, 2007 at 7:00 p.m., in the Community Board Room, District Office, 4905 E. Broadway, Tucson, AZ 85709-1010.

Call to Order

Richard Fimbres called the meeting to order at 7:10 p.m.

Public Comment and Reports

Public Comment

There were no requests to address the Board.

Staff Representatives

Julie Hecimovich and Barbara Byrnes, who was sitting in for Sherry Wright, reported for Staff Council.  There are two seats available for Staff Council Representatives for the Benefits Committee.

Student Representatives

Karaline Salmans and Selemani Tuli reported on activities at campuses.  Mr. Tuli reported that the Downtown Campus Student Government celebrated Native American History Month wit the contemporary Navajo musical renditions of Chucki Begay on November 14. The Redhouse Dancers also performed their native dance and music. 

Seventeen Desert Vista students participated in the Museum of Tolerance in Los Angeles, CA.  The event was led by the Student Life Coordinator and co-advisor of the Cooperative Outreach & Responsible Education (CORE).  This trip served as an integral part of the CORE project’s goals to help students fight against discrimination and prejudice in the community.

East Campuses Safe Halloween X – was a hit.  The collaboration with Tucson Parks and Recreation at the Clements Center on October 27th served 1,600 community children and families. More than 80 volunteers made this event a success.

Ms. Salmans reported that the West Campus Student Life will recruit PCC students for the USDA/University of Arizona Agricultural Research Services Internship Program North Dakota.  This program gives Native American college students the chance to work with scientists for eight weeks during the summer.  Also, the West Campus Student Government & Clubs will host “Stress Free Week” from December 3 – December 6.

The Northwest Campus Student life hosted a second blood drive on November 27 and 28.  Also, Student Life will be hosting evening coffee house events.

At Community Campus, the PCAE’s Eastside Learning Center students had a table at the Twenty-Ninth Street Corridor Communities (292C) Annual Celebration on October 22.  And, the adult education student leaders held a Talent Show at El Rio Learning Center.  The show featured 15 acts representing many cultures in adult education.  Over 200 adult education students, family members, staff and community collaborators attended the event.

Faculty Representatives

Jack Mertes reported on the November 2 meeting of the Faculty Senate.  The 2nd Annual Math competition was held at the Downtown Campus and the Sonoran Science Academy won the competition.  An update was given on the Step Progressions Task Force.  There were concerns expressed about the Institutional Climate Survey.

Report — Chairperson of the Board

Chairman Fimbres wished everyone a Happy Thanksgiving and reminded them to be safe and to buckle up during the holiday season.

Chairman Fimbres also encouraged everyone to attend the “Pima Alumni at Zoo Lights” event on December 5 from 6 – 9 p.m. at the Reid Park Zoo.  He also extended an invitation to attend the Holiday Reception on December 12 from 4 – 5 p.m. at the District Office.

Board Member Cortez congratulated the Women’s Soccer Team.

Report — Pima County Representative to the Arizona Association for District Governing Boards (AADGB)

Board Member Stewart reported on the Trustee Training conference that was held October 26-27 at the Sheraton Tucson.  Articulation issues and board effectiveness were discussed.

Chancellor’s Report

Ms. Kathy Boyle, Executive Director of Arizona Community College Association (ACCA), addressed the Board with an update on plans being proposed by taxpayer groups regarding property taxes and their potential to reduce community college funding.  Ms. Boyle noted that two property tax initiatives have been filed as of September 18, 2007, 1) Valuation Growth Limit and 2) Levy Limit Rollback.  The Levy Limit Rollback Initiative resets constitutional levy limits based on actual levies from past years – FY10 Levy Limit would reset at average of the FY06, FY07, FY08 and FY09 Property Tax Levy.  After being reset, the levy limit would grow by a maximum of 2% plus new construction.  Voter approval on future bond issues is increased to a supermajority (2/3 vote) and the levy limits are imposed on all secondary taxing districts (library, flood, fire). 

The Valuation Growth Limit Initiative rolls back property values to 2003 value; limits future growth in taxable value to 2%; applies to all property – residential, commercial, agriculture, etc. and when property is sold taxable value does not change.

Congratulations were extended to the coaches of our athletic teams.  The Men’s Cross Country placed 14th nationally, the Women’s Cross Country placed 6th nationally and the Women’s Soccer Team placed 3rd nationally.

Several letters were sent to 20 universities across the US asking them to let us recruit their graduating students in light of the faculty turnover due to a number of faculty retiring.  Cal State – Fullerton, Cal State – Bernardino, USC, Colorado State University and University of Minnesota have responded and PCC staff will recruit on their campuses.

Dr. Flores stated that PCC is exploring articulation agreements; 2+2 with Whittier College in California and 3+1 with Excelsior College in New York.  Excelsior has the largest online nursing program – 22,000 students.

Radiologic Technology Program has been very successful with 100% passing.

Dr. Flores presented information concerning gender and ethnicity in regards to graduation. In fiscal year 2006-2007 44.1% of total credit students were male; 41.5% of all credit program graduates were male; and 42.4% of the transfer students were male.

Monthly Financial Statements through September 2007

Executive Vice Chancellor David Bea reported on the preliminary monthly financial reports through September.  There was an increase in net assets of approximately $3.6 million, which is lower than the September 2006 net assets.  Operational revenues and expenditures are consistent with our expectations for this point in the year.
