Marty Cortez called the meeting to order at 6:45 p.m.

Information/Discussion

Truth in Taxation (TNT) – Notice of Tax Increase

Assistant Vice Chancellor Bea gave a brief overview of the Truth in Taxation requirements and the impact the proposed tax increase would have on taxpayers. The recommendation is to increase the tax levy by the Constitutional limit of 2 percent on existing property which would also apply to growth in the county. The tax rate, however, will be reduced from $1.0930 to $1.0570. The current tax levy of $63,939,292 would increase to $65,025,115 because of increased valuations on existing property and growth in the county. Dr. Bea also compared the District’s secondary tax, which is based on debt repayment. The secondary tax rate will decrease from $.2184 to $.1945 for the next fiscal year.

Proposed 2005/06 Budget

Assistant Vice Chancellor Bea then presented the proposed budget for 2006/07.  The proposed budget is $193.7 million, up from $187.5 million this year.

Dr. Bea reviewed the Board’s directives regarding revenues and expenditures.

Public Comment

Mr. George Griswold addressed the Board to object to the proposed tax increase. Mr. David Euchner also addressed the Board about the tax increase and asked the College to search for areas where cuts can be made. He suggested the College look for opportunities to outsource programs and let the private sector pick up some of the responsibility for programs needed by the community.
